The Future Of Assessment Is Already Taking Shape

Digital examinations, artificial intelligence and verifiable credentials are converging.
Together, they are changing how achievement is assessed, recorded and trusted.

For years, digital assessment was discussed as an emerging possibility—something to pilot,
evaluate and revisit later. That conversation is changing.

In 2026, Cambridge International delivered its first live digital examinations through its Early
Adopter Programme. This followed digital mock examinations involving more than 45,000
learners across 295 centres between 2023 and 2026.

Cambridge plans to make digital examinations available globally from 2027. Its longer-term
ambition is for 85% of Cambridge IGCSE and International AS & A Level subjects to be
available in both digital and paper formats by 2033.

The significance goes beyond replacing paper with screens. Assessment is becoming part of
the digital infrastructure of education, with consequences for how learning is measured, how
candidates are identified and how qualifications are issued and verified.


1. Digital delivery expands what assessment can do

Digital assessment can support interactive question formats, multimedia content, faster
processing, automated workflows and more flexible delivery. It may also enable examinations to reflect more closely how learners encounter information and solve problems in digitally enabled environments.

However, an examination does not improve simply because it appears on a screen. It must still
produce valid and reliable evidence while remaining accessible and fair. That requires attention
to connectivity, devices, digital familiarity, accessibility needs, data protection and comparability between paper- and screen-based experiences.

Cambridge research suggests that differences in performance may be influenced by platform
functionality, layout, reading demands and question presentation—not just by whether the
assessment is digital or paper-based. Technology can expand what assessment makes
possible, but trust still depends on careful design.

2. AI is changing the evidence of learning

Generative AI has altered the relationship between knowledge, performance and evidence.
When a tool can produce essays, summaries, code and solutions within seconds, an acceptable
answer may no longer demonstrate a learner’s independent understanding.

This is encouraging educators to place greater emphasis on reasoning, judgement, creativity,
problem-solving, reflection and the responsible use of AI. It is also forcing institutions to define
more clearly what each assessment is intended to measure.

The OECD Digital Education Outlook 2026 draws an important distinction: generative AI can
improve performance on a task without necessarily producing genuine learning gains. Educational value depends on purposeful use, sound teaching methods and the preservation of
meaningful cognitive effort.

Some assessments may therefore need to show what learners can do independently. Others
may assess how well they can use AI, evaluate its output, identify errors and apply human
judgement.

The emerging question What can learners do with what they know—and how can they
demonstrate that the work is genuinely theirs?

3. The credential journey is becoming digital

The transformation does not end when an examination is completed. Candidates have
traditionally relied on physical certificates, copies and manual confirmation when applying for
further education or employment. This can create delays for candidates and administrative work for awarding bodies, institutions and employers.

Digital certificate platforms can connect access, sharing and verification within one environment. The important distinction is that a digital credential is more than a scanned document. Its value comes from its relationship to a credible issuer and from the ability of an authorised party to confirm its authenticity.

The WAEC Digital Certificate in practice
The WAEC Digital Certificate Platform shows how this approach can operate at scale. Powered
by Botosoft Technologies, it enables candidates to access, download and share digital copies of
eligible WAEC certificates. Institutions and organisations can use the platform to confirm their
authenticity and validity.

After its introduction in Nigeria, WAEC announced full implementation across its five member
countries in February 2026: The Gambia, Ghana, Liberia, Nigeria and Sierra Leone. The web
and mobile platform also supports certificate confirmation and the recovery of forgotten
examination numbers.

For candidates, this can reduce the need to travel, submit photocopies or wait for physical
records. For institutions, it can replace parts of a lengthy manual process with access to

The example is useful not because every institution will adopt the same model, but because it

As examinations, results and credentials become digital, institutions will need to consider how

approach reflects the same concern: its priorities include fairness, validity, security, public
confidence and responsible innovation.

What institutions should prepare for

Organisations planning for this transition should look beyond individual products and consider
the complete assessment and credential ecosystem. Priorities include:

  • secure and proportionate candidate identification;
  • Assessment design that preserves meaningful evidence of learning;
  • Accessibility and fairness across devices, locations and learner groups;
  • Accurate links between results and credential records; and
  • Reliable processes for access, sharing, verification, correction and revocation.

Institutions should also remain transparent when AI or automated systems influence decisions
and retain human oversight proportionate to the risks involved.

The opportunity ahead

The opportunity is not simply to place examinations, results and certificates online. It is to
rethink how achievement is assessed, recorded, secured, accessed, shared and recognised in
a digital world.

 Cambridge’s roadmap shows that digital examination delivery is moving into the mainstream.
The rapid development of generative AI is changing what credible evidence of learning looks
like. The WAEC Digital Certificate shows that access and verification can also be connected
across borders.

The future of assessment will not be defined by technology alone. It will depend on how
effectively institutions combine innovation with sound assessment design, inclusion, security
and public trust.

The central question Can we connect identity, assessment and credential verification in a
way that is secure, accessible and worthy of confidence?
